Mr. James Flood oversees the newly created DPFG Field Services entity at the San Juan Capistrano headquarters of DPFG. He has over 25 years in the Construction Management/Land Development Profession. His experience includes Master Planned Community Development including supervision of land improvements and house construction, infill condominium construction, apartment construction, mixed use, offsite construction supervision of roads, parks, schools, sewer lift stations, water storage tanks, golf course management, and club house construction.

Field Services Include:

  • Prepare Cost Estimates & Analysis

  • Review Engineering Budgets

  • Prepare Preliminary Hydrology & Hydraulic Analysis

  • Represent the Developer As An "Inspector" Of Its Facilities

  • Monitor Construction Progress of Infrastructure Improvements

  • Prepare/Review Bid Packages For the Appropriate Agencies

  • Administer Prevailing Wage Bids From Approved Contractors

  • Prepare Special Taxing District Boundary & Annexation Maps

  • Coordinate With The Annexation to a County Service Area ("csa")

  • Perform Alignment Studies in Conformance With Local Agency Policies

  • Verify Cost Estimates & Final Quantity Take-offs For Construction

  • Address Construction Predicaments & Determine Solutions In A Timely Manner

  • Prepare/Review Engineer's Reports For Assessment of Proposed Developments

  • Coordination With Local Agencies to Complete the Project In A Timely & Cost-Effective Manner

  • Project Coordination With Local Utility Companies, Contractors, Architects & Engineers

  • Review of Construction Plans, Specifications & Special Provisions In Conformance With Local Agency Standards.

  • Track Status of Plan Check Submittals & Assess the Reasonableness of Plan Check Comments from Local Agencies
