In today's difficult financing environment and economic climate it is important to consider and utilize all of the tools at your disposal to drive favorable economic results. Recently approved legislation allows for the formation of SADs and TIFs to finance the construction and/or acquisition of public improvements, such as water, sewer, street, and drainage improvements. SADs and TIFs can benefit developers by:
• Reducing equity and conventional debt levels on projects to ultimately lower carrying costs;
• Strengthening the project's creditworthiness by providing alternative exit strategies to investors and lenders;
• Leveraging the value of the land to reduce or avoid personal guarantees;
• Strengthening the developer's balance sheet by providing off balance sheet financing;
• May provide for up-front funding on initial project costs that are difficult financing dollars to obtain in today's market.
Additionally, municipalities are increasingly motivated to use these financing vehicles to stimulate much needed economic development.
